The Division for Historic Preservation is organized into three bureaus: the Community Preservation Services Bureau, Technical Preservation Services Bureau and the Bureau of Historic Sites & Parks. This contact page contains primarily information for the staff that administers the functions of the State Historic Preservation Office (SHPO). These functions include the National Register of Historic Places, Survey and Evaluation, Outreach, Rehabilitation Tax Credits, Technical Assistance and Compliance, Archaeology, Grants, and the Certified Local Government program.

Within most units, each staff person is assigned a specific territory defined by multiple counties. Although regional boundaries differ among units (as illustrated by the maps on this page), staff members work together regularly in interdisciplinary teams.

Community Preservation Services Bureau

Survey & National Register Unit

The Survey and National Register Unit oversees the statewide inventory of historic resources and administers the State and National Registers of Historic Places programs in New York. This unit assists communities and agencies with surveys that identify and evaluate historic districts, buildings, sites, structures and objects worthy of protection and consideration in community planning efforts. Survey and NR staff provide guidance to the public in developing and completing official nomination forms. Additionally, this unit assists in the identification of buildings that are potentially eligible for Tax Credit programs and the processing of Part 1 applications. Community Engagement & Homeowner Tax Credit Program

Historic Homeownership Rehabilitation Tax Credit Program, State and Federal Historic Preservation Grant Programs, Certified Local Government (CLG) Program, Traditional Building Trades Programming, and Preservation Planning

The Community Engagement Unit coordinates various preservation-based grant incentives and administers the homeowner tax credit program. Additionally, the unit aids the public, municipalities, and preservation colleagues with information on preservation governance, public policy, outreach opportunities, and public information.

Technical Preservation Services Bureau

Technical Preservation Services, Consultation & Commercial Rehabilitation Tax Credit Programs

The Technical Assistance and Compliance Unit coordinates consultation for SHPO's environmental review programming. This unit also provides general guidance to the public on building rehabilitation. These staff members assist property owners with application for the federal and NYS commercial rehabilitation tax credit programs. The Survey and NR staff noted above assist in the identification of eligible buildings for the program and the processing Part 1 applications. The technical staff listed below assist project teams in the processing of Part 2 and 3 applications.
