NOTICE:

The City of University City is pleased to announce a multi-round forgivable Small Business Assistance Program. The program will be implemented in multiple funding cycles and is intended to help eligible local retail and creative for-profit businesses address cash for short term financial operational needs such as payroll, payment to suppliers, payment to service providers or payment of utilities. This Grant may not be used for capital expenditures or rent. The intent of this program is to provide local businesses relief due to their economic loss during the current COVID-19 Pandemic. U.S. Small Business Administration (SBA): Paycheck Protection Program (PPP)

The U.S. Small Business Administration (SBA) announced that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders “shortly thereafter,” according to the SBA. The second loans will only be available to businesses that can show a 25% quarterly revenue loss last year compared to 2019.

New guidance for the program was also released. Key updates include:

  • PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to best meet their business needs.
  • PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures.
  • The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations.
  • The PPP provides greater flexibility for seasonal employees.
  • Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and
  • Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.

A borrower is generally eligible for a Second Draw PPP Loan if the borrower:

  • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses.
  • Has no more than 300 employees; and
  • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.

The new guidance includes:

  • Interim Final Rule on Paycheck Protection Program as Amended by Economic Aid Act; and

Interim Final Rule on Second Draw PPP Loans.

SMALL BUSINESS RAPID DEPLOYMENT FUNDFunded through a grant from the St. Louis County CARES Act: St. Louis County has established a Small Business Rapid Deployment Fund to assist small businesses that have been severely impacted by COVID-19. Funded through a grant from the St. Louis County CARES Act, this fund is being administered by the St. Louis Economic Development Partnership (STLPartnership). https://stlpartnership.com/applications-open-on-monday-nov-23rd/Applications Deadline: 5:00pm – Monday, December 7, 2020 or earlier if grant funds are depleted.

Families First Coronavirus Response Act: Employee Paid Leave Rights The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19. Missouri Department of Economic Development – Small Business Grant Program The purpose of the Small Business Grant Program under section 601(a) of the Social Security Act, as added by section 5001 of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) and Section 7.031 in House Bill 2007 (2020) is to provide grants to small businesses and family-owned farms for reimbursement of costs of business interruption caused by required closures in connection with the COVID-19 public health emergency.

The Department is focused on impacting the hardest hit industries, which include retail trade, accommodation and food service and health care, in addition to family-owned farms.
